One vital responsibility of those called into any of the five-fold ministry is to prepare God's saints for the work of the ministry. There is MINISTRY TO THE CHURCH, this is done by those in the five-fold and there is MINISTRY IN THE CHURCH, done by church workers(choristers,ushers,etc)&MINISTRY BY THE CHURCH which is done by Christians to the world.
What the scripture above is saying is that, those that have ministry to the church must also prepare and equip those that have ministry in the church&by the church. Every contact with a ministry gift should make you a better person so as to fulfil your own calling in the church and to your world.
Dearest, don't be emotional about the church you attend, some attend churches for connections, marriage or for other economic benefit. In God's mind, when any of the ministry gifts isn't doing this, the purpose of God is defeated in such a gathering.
